You are 100% correct, it's insane that venues are charging bands to play. Artists are providing a service for the venues. Come on people (artists) stop cooperating. This is the most backwards system I've seen in a long time. And believe me it's not just Cleveland, it's every where. When you provide them customers (FANS) these venues make money. Why are you paying for the PRIVILAGE to entertain the customers? The more you pay to play the more you are saying it's OK for venues to charge artists. There are ways to get to the stage without breaking your bank. Think hard and it'll come to you, but stop telling these establishment it's OK to charge for providing them a service.
